"Helsinki city council said Monday it would introduce talking rubbish on this year's Night of the Arts, part of the Helsinki Festival, an annual fortnight of culture events that kicked off Friday.
The bins, which look like the standard mum variety in order to surprise passers-by, feature greetings recorded by council management, artists, philosophers and comedians."

After having agreed about the matter with Minister for Foreign Trade and Development Paavo V?yrynen, Foreign Minister Alexander Stubb announced in the meeting of the EU Council of Ministers in Brussels today that Finland is prepared to provide support for humanitarian assistance of civilian victims of the crisis in Georgia up to the amount of one million euro.
At this stage, the plan is to channel the assistance primarily through the International Committee of the Red Cross, ICRC, the Finnish Red Cross and the UN relief agencies.
